All DHR listed cemetery surveys are elective and not systematic.
Coverage is limited to what has been volunteered. Their Data Sharing
System (DSS) computerized program might be far enough along to enable a
database search, if it's on the architectural side. The archaeological
site may not be quite so complete as it will depend upon how the site
was originally listed as to whether it will have cemetery in the title.
  For instance, most of the iron furnaces in the state, especially the
early ones, are listed as mills because when the furnaces shut down,
the water power was adapted for the least common denominator use of
gristmilling.

For systematic and comprehensive surveys, various county historical
societies have done them throughout the state. Chesterfield and Charles
City have both done county wide cemetery surveys. These are "complete"
surveys of all known and even remotely suspected cemeteries in those
counties with all inscriptions transcribed, graves counted, etc.
