Henings Statutes-at-Large, v. 10, p. 212 states:

". . . The county courts may . . . grant allowances to the wives, parents,
and families of any soldier now in actual service, upon proof to them made,
that such wives, parents, or families are so poor that they cannot maintain
themselves; such allowance not to exceed one barrell of corn and fifty
pounds of nett pork for each person, annually."

[It would seem there were three people in the Cannon family, the head of
which was serving in the Continental Army.  Buckner Harwell was a farmer who
had corn and pork which the county ordered him to give to them.  As Brent
Tarter said, this was probably also a public claim for which he was repaid
in time.]
