Oh wow... I never knew that and unaware of these sources, many thanks!
Yes, his son of the same name was also the deputy clerk of Henrico
County for several years before an early death in 1839 while traveling.
 
What is the Common Council - do you know right off?
 
Seems to be several Thomas Jefferson links through the family one way or
another so wonder if they visited each other?
 
But at the same time I have to be cautious.  In the 1810 and 1820 census
there seems to be two different Charles Wills head of household - one
listed in Richmond City and the other Henrico County and the other
continues on after ours died in 1820.

Sir,

I did a quick search in the Early American Newspapers website, and it
appears that a Charles Wills was elected to represent Jefferson Ward on
the Common Council in 1809 (this, per the Virginia Argus, 11 April
1809). LVA has minutes of the Council, in case you were looking to flesh
things out a bit. Also, in 1834, a man of the same name (his son?) was
secretary of a Henrico Co. meeting called to arrange the transfer of
funds from the Richmond branch of the defunct Bank of the U.S.
(Enquirer, 6 Feb. 1834).
