There IS an attempt to set standards. Correct, it's not ANSI yet.

National Digital Strategy Advisory Board (NDSAB)

The Federal Digitization Standards Working Group of the 
National Digital Strategy Advisory Board (NDSAB) 
is developing government-wide standards or guidelines that will 
help agencies preserve documents and other works and share them.

This board consists of folks in several federal agencies.
