I don't know that quote, and it doesn't sound like GW, but I don't pretend
to know everything he wrote!  Have you searched for it on the GW Papers
site on the Library of Congress website?   It may be an embellishment of
his wartime remark in a letter of February 1776 to Burwell Bassett in
Virginia.  Washington thanked Bassett for looking after his lands in the
Ohio country and continued, "in the worst event, they will serve for an
Asylum."
