In addition to the references Jon Kukla provided recently on this
important subject, it would not do to neglect John R. Pagan, "Dutch
Maritime and Commercial Activity in Mid-Seventeenth-Century Virginia,"
Virginia Magazine of History and Biography 90 (1982): 485-501; Warren M.
Billings, A Little Parliament: The Virginia General Assembly in the
Seventeenth Century (2004); and Warren M. Billings, Sir William Berkeley
and the Forging of Colonial Virignia (2004), all of which contain
valuable information on Virginia's trade with England and the Low
Countries and about the imprtant disagreements about whether to confine
the colony's trade to England.
