SOLs is the accronym for the Virginia educational objectives entitled the 
Standards of Learning. They have been around for some 10-15 years, and are 
now a required curriculum of study for all Virginia students since the 
imposition of the SOL tests at the end of courses of study about 5 +/- years 
ago. The tests were coming in when I was retiring, so I'm not sure of the 
exact years. I used the SOLs to write IEPs most of the years that I was a 
special ed teacher from 1981 until 1995.
