These posts leave the impression that the eugenics law were unglue to
Virginia. The first eugenics law was passed in Connecticut in 1907 and a
Model Law was written in 1914. Eventually, 33 states had sterilization
laws. The law was upheld by a Virginia case Buck v. Bell (1927) which went
to the Supreme Court, where Justice Holmes wrote that "three generations of
imbeciles is enough." Germany used the Model Law for the adoption of its
sterilization policies in 1933. Sterilization of criminals was struck down
in 1942 by a Supreme Court case Skinner v. Oklahoma, but sterilization
continued in the United States as late as the 1970's.

today. There is another book on this sad part of Virginia history. It is
not well known, and I don't remember how I first encountered it (probably
some footnote somewhere). I managed to find a copy a number of years ago
for my personal collection of Virgina history books, and it is listed in
LVA's catalog.

The Win Tribe. The author was Arthur Estabrook. It was published in 1926,
so clearly it came in the wake of the law. While the names were changed in
the book, it is clearly about Amherst County and the triracial families in
that county. The title sets the tone -- it is a rather amazing thing that
reflects the period in which it was produced.

However, there is a book titled, Indian Island, written by Mintcy Markham
(?), which covers Dr. Pleckers life. Until I read that book, I had no idea
who this man was, or the power he held. The State of Virginia allowed this
man to wreak havoc on its' citizens. I understand that he died after being
hit by a car.
