As usual, the state library comes charging to the rescue.

There was a series of books published by the Virginia State Library back in
the sixties, entitled "Parish Lines in the Diocese of Virginia" and the
dioceses that derived from it. These books outlined, in excruciating
detail, the legislation creating parishes during the period of the
Established Church.

I'm not making this up.

Since Virginia counties and Anglican parishes had (and still have) the same
boundaries, the books are also a detailed guide to the development of
counties, from a churchly perspective.
