I have seen land tax lists consisting of nothing but alterations as well as lists with alterations added. I suspect that in some instances the collector saved himself labor by compiling only changes from the previous year's report.

Barbara raises one good possibility. My first thought, Wes, was just what you said, and that these were leased lands. A third thought was (not likely) the people making the films kept recopying a previous list. I discounted that idea because I know you would easily have caught such an error.
