Is there any restriction on the kind of library that can request an
interlibrary loan? I'm especially wondering about non-VA libraries. Does the
LVA do out of state loans?

I've tried to figure this out via the web site, but have not found an answer
to that specific question. My public library charges a non-refundable fee
just to ask another library about an ILL, so it would be nice to know this
ahead of time.
