On a related topic, back in 1980 the late Alonzo T. Dill and I published an article on the various eighteenth-century schemes to move the capital out of Williamsburg. The citation is: Alonzo T. Dill and Brent Tarter, "The 'Hellish Scheme' to Move the Capital," Virginia Cavalcade 30 (1980): 4-11.
