The Bulletin is not on line. Back issues are available at the Northumberland County Historical Society in Heathsville. I believe copies are also held by the LVA.  Issues of The Bulletin are held by the Mary Ball Washington Museum & Library in Lancaster, and the Northern Neck of Virginia Historical Society in Montross.
