At some point I would like to research this by matching delinquent lists
against the state copies; however, my understanding is that the process
is as Don described it.
There is a another source for delinquent lists. A copy of the lists had
to be turned in to the state. I assume this was to allow the accounts to
be balanced between what was owed and what was collected. While the
delinquent lists do not appear to be complete, they do exist as part of
the papers of the Auditor of Public Accounts at the Library of Virginia.
