Just a side comment on this subject.

My family found out about this law several years ago.  My
grandfather died in Lynchburg in 1939, and was buried there in Fort
Hill Cemetery.  When my grandmother died in Maryland in 1990,
we had thought about burying her with my grandfather, but were
told that the law would not allow us to disturb the gravesite.

Just my two cents.
