You likely know this already, but the place to start is E. James Ferguson, Power of the Purse (1961).  

Ferguson is still the authority to start with on revolutionary finances, but there have been several pertinent more recent studies.  Follow his work up with the relevant bits in Robin Einhorn, American Taxation, American Slavery (2006), the early chapters of Robert H. Brown, Redeeming the Republic (2000), part three of Max Edling, Revolution in Favor of Government (2008), Woody Holton, Unruly Americans (2008), and part three of Terry Bouton, Taming Democracy (2009).
