What is the difference between a County Lieutenant and Colonel of Militia?  I see that in 1760 William Cabell was appointed by the Royal Governor a Col. of the Albermarle Militia.  The next year, I assume Amherst became a county, and he was appointed County Lieutenant.  The boilerplate reads very much the same about  power and authority to arm mufter, but the County Lieutenant says that he is Chief Commander of the Militia.  That would seem to outrank an Colonel of militia in a county, and thus make it appear that "county lieutenant" is really higher than "colonel."

What gives.
