Not true.  Lincoln issued the final Emancipation Proclamation on January 1, 
1863.  By April 9, 1865 perhaps half the enslaved people in the U.S. were 
practically liberated from slavery.  This was by military action under 
orders of the Commander in Chief.
Over 140,000 were enlisted in the Union Army.
