In Virginia adverse possession can be permanent after 25 or 30 years of 
uncontested 'ownership'. I can't remember exactly. One is for adverse 
possession and the other is for 'right of use' (as in right to go through 
someone's land to get to yours. Each state is different in the time required 
and also in whether the rightful owner needs to be aware of what is going on 
or, has or has not allowed, tacitly or openly, the other person to use the 
land before adverse possession can take place.  This is of the top of my 
head as I researched it a while ago but, it did not seem such a  simple 
thing to do  in Virginia where, if I remember correctly, letting a person 
know that they can use the land protects the owner from adverse possession 
but, it can be the opposite result in other states.

You don't get a tax bill. You go to the tax office and PAY the taxes. Get
the receipt and hold on (occupy) to the land. You are probably also in
adverse possession of the land. Property is probably rural and may be
abandoned. That would be for the courts to decide
