I don't know if it sheds light on the average summer in Richmond, but the summer of 1807 has been examined at some length.  That was the summer of the Burr treason trial, an event that drew all sorts of people as jurors, witnesses, and curious onlookers.  Washington Irving was there, and Andrew Jackson came expecting to be a witness for the defense (but also expecting possibly to be implicated).  There were parties (including a controversial one in which Burr and the de facto chief judge in the case, Justice Marshall, were both guests).

What was Richmond like in the summer during the early Federal period?
One hears that the oppressive heat encouraged those who could to
disperse to the springs, and there is plenty of material on those
gathering spots.
Does anyone have any good sources on the foods, social customs, annual
events, etc. that happened in the summer months in the capital city?
The years 1790 - 1820 are of particular interest.
