Glenn,

Thanks so much for the link to the specific legislation. I did think it was 
in the state constitution, but I posted the link to the Code of Virginia. 
I'm sure I'll get gigged on not knowing the correct document offhand. I just 
remembered the VEA folks telling us over and over that they were not allowed 
to be a union in Virginia. Like Brent Tartar said, memory is a slippery 
thing.
