If he was appointed to the militia by the City of Richmond, that appointment should be recorded in the minutes of the Hustings (City) Court.  See http://www.lva.virginia.gov/public/local/results_all.asp?CountyID=VA760#COURT for a list of microfilm available on interlibrary loan from the Library of Virginia.  Reels 85 and 86 cover the period 1810-1824.  It is also possible he served with the Henrico County Militia (not sure if the City had a separate militia). Anne, though Wills was from Isle of Wight, lived in Warwick County, he was in Richmond (Henrico County) by the tie he would have been in the Militia.
