According to Cynthia Miller Leonard's _General Assembly of Virginia_
(1978), the counties of Accomack, Alexandria, Elizabeth City, Fairfax,
Loudoun, Norfolk, Northampton, and Prince William and the city of
Norfolk seated delegates in the General Assembly at Alexandria for the
1863-1864 and 1864-1865 sessions.
