Myra, this doesn't make much sense to me. Inter-library is Inter- 
library. The REASON should not matter.  As you said, I'd be having a  
big bone to pick with my local library if they told me something like  
that. Are they a library, or not?

And for that matter, a clerk's office is a clerk's office, and they  
are charged with the responsibility by the very nature of their being  
with making public records available to the public.

How odd what difficulties you've been running into.
