The Code of Virginia is available on-line at
http://legis.state.va.us/Laws/CodeofVa.htm but you may have to exercise
some imagination in searching.

My understanding is that the unlawful conduct is for any public body to
recognize or treat with unions representing state or local employees.
The practical effect is the same. Unions are legal, and there is an
organization of state employees that lobbies the General Assembly, but
it cannot represent employees individually or collectively in with any
state agency.

But you better look it up, I'm writing from very old memory, and as some
of our recent discussions on this list have abundantly demonstrated, old
memory ain't always reliable.

Can anyone on here point me to an online source that makes it clear that
teacher and public employee unions are not allowed in Virginia. I know
it's supposed to be there somewhere, but have no idea where to look. I
need it for a reference in a dispute on NY Times forum.
