The same difference as today. A duty is one-time tax on imports. In  
this case horses. It was payable to the King, not the colony.

A tax is  perpetual until repealed. There was no tax imposed on the  
cattle coming through the colony, only proof that the drover owned the  
cattle. If he had no proof, they were confiscated and sold for the  
benefit of the public treasury.
