After two months of lame duck leadership, America is ready to swear in 
its new president. But how far will the winds of change blow us? 
Historically, even the best-laid presidential plans have been held up by 
economic, military, and legislative constraints. JFK, for example, 
promised a New Frontier, but his foreign policy was rooted in 1950s Cold 
War strategies. So what difference do presidential transitions really 
make? Why do we mark time by presidencies when key historical events 
often have little to do with them? Which transitions have brought real 
change?
