This should be the Land Tax record for 1810 for the City of Richmond, 
Reel 365, 1809-1819.

I do see elsewhere 1810 Personal Property Tax Records for Richmond City 1799-1834, Reel 364 but that is not on the city microfilm listings either nor reel 364 anywhere - not even under Land Records nor Tax and Fiscal Records.  Not under Henrico either.
