I'd say Portsmouth or Norfolk.  Alexandria was still pretty small late
18th c.

Which was the largest city in Virginia in the late 18th C./early 19th
C.? (I'm thinking it was Alexandria, but a colleague thinks it was
Williamsburg). Or are we both wrong?!
