Please excuse the cross-posting.

As list members may know, the federal government in the U.S. is receiving
comments on rules covering institutional review boards that often interfere
with legitimate work of historians, especially regarding oral history.  The
Dept. of Health and Human Services has made a proposal, but some of what is
proposed would appear to put some issues to rest but raises other problems.

The American Historical Association is putting together a response to the
proposal and has put forth several "talking points" that will guide their

there is information at the bottom of the posting on how to comment yourself
on this proposal.
