You are absolutely correct!

Because of your first statement above, I will take this opportunity to
clarify the second statement, since the archives of this list become a
searchable public record.

Instead of using the term "Colonial" in front of William Cabell's name, the
correct designation is "Colonel", referring to his military rank as
commander of a regiment or battalion of infantry, in this case, Virginia
militia.
