The Virginia Canals & Navigations Society's "James River Batteau Festival
Trail" Atlas has some information on your query:

Working from Howardsville to Norwood:

Lock 28 was right at Howardsville
Lock 29 was at the head of Buford Island
Lock 30 was about 1 mi. below Slater Branch (1.5 mi. below Warminster)
Lock 31 was about 1.25 miles below Midway Mills
Lock 32 was .25 mi. above Wingina
There was a lock at Tye River Dam
Locks 33 & 34 were at Buffalo Station, 2 mi. above Norwood

All of these locks were on River Left, or the North Bank of the James
