As noted you do need to research the law; it was not constant. You should also be aware that individuals, including free white males, who contracted to work for an individual would often include payment of the head tax as part of the contract which removed them temporarily from the lists. Yo should also consider the possibility that an individual might not have remained in the county but may have moved temporarily in order to have employment.
