  I am wondering whether someone on this list can help me
understand whether Virginia continued to regulate the quality, etc.,
of tobacco after 1865.  I also want to know whether the U.S.
Internal Revenue officials had anything to do with grading tobacco
in the 1870s and 1880s, or did they just tax it?
