Before the year ends, we would like to mark the 35th anniversary of the 
Virginia Public Records Act. The act formed the framework of modern records 
management in Virginia and was the beginning of later efforts to protect, 
copy, and provide greater access to Virginia’s historic government records – 
something Thomas Jefferson wisely encouraged nearly two centuries earlier. 
The catalyst for this legislation, which defines some of The Library of Virginia’s 
(LVA) principal responsibilities, was a fire that destroyed the Botetourt County
