Yes, to some extent because both free Blacks and American Indian tribes  
owned African slaves and must have supported such laws (the Choctaw wouldn't  give 
up their Black slaves until well after the War of Northern Invasion was  
ended).  Cf Black Masters by Michael P. Johnson and James L. Roark;  Generations 
of Captivity by Ira Berlin; Africa and Africans in the Making of the  Atlantic 
World by John Thornton.
 
As supporters of the institution in America, both Indians and free Blacks  
were co-conspirators.
