I read somewhere that in the early 18th century either the House of Burgesses or 
the Virginia Council specifically called for the importation of Ulster Scots to 
settle western Virginia, I assume to act as buffer to both Indians and French 
expansion. Because I keep such meticulous notes I can't find the reference 
again.

Is anyone familiar with this? Can you point me to a source document? Is my 
memory playing tricks on me?
