The entry as transcribed by Joan Peters in her book on Fauquier tithable 
lists shows Wm Waller tithes Charles Colvin Isaac Backus John  400 
acres1 white and 3 black tithes which indicates an absentee land owner 
(Wm Waller), a resident overseer (Colvin) and 3 slaves (Isaac Backus John).

Her indexes do not show another entry for Colvin; if you have an entry 
that states Charles Colvin's quarter, it would typically mean an 
absentee landowner.

John Alcock  in his book on Fauquier Families abstracts the name as 
Walter Williams. Alcock shows Colvin as being on a 1777 rental list with 
80 acres and on a number of personal property tax lists, but does not 
give any other indications of land ownership.
