Lincoln himself, for starters.  What anyone else may believe pales in
comparison to Lincoln's admission that he lacked the constitutional authority
to take the action that he took in the Emancipation Proclamation.  After all,
who really cares what anyone else thinks if Lincoln readily admits he lacked
the power to take the action?
