Subject: Black Records Computerized?

Good morning!

A photo caption in The Washington Post this morning mentioned that Virginia
was going to computerize records of black people for the years after the
Civil War.  That was it, no more information!  Does anyone know anything
about this, or where I can find out more about this?  Thanks!
