Herbert Storing's The Complete Anti-Federalist is the best collection, but it has its problems. It is all "high politics" and does not have anything that suggests the anger (and irrationality) of many antifederalists.  Supplement with the massive Documentary History of Ratification (but that is HUGE).  Storing is accessible.
