England and Spain's peace was a lot like the US and USSR during the cold
war. NO actual shots fired under orders, but a lot of folks were dying.
Captains Hawkins, Drake, Forbisher, and others were in the Atlasnitc
approximately 1560 on to before 1588, not 1619.
Spain had issued an edict to prohibit any and all other nations out of their
area of operations. The Spanish turned their heads and did business with
whoever showed up. Sometimes at the point of a gun, others not.

England and Spain were at peace, so it was indeed a crime - which is why it
was taken before the Privy Council and Warwick's cousin felt compelled to
defend Warwick in parliament.

(I'm working on an article that will look at some of the politics behind the
events of 1619)
