  So what?  Rates of increase are fairly meaningless
  when one is talking about fewer than 2 percent of
  children participating.  There are just over 20,000
  homeschooled kids in Virginia out of a total student
  population of 1,221,939, so homeschooling represents
  a fringe population at best.
