Sorry, I should have been more time specific in my
response.

I was replying from memory on a project I did
wherein the "house" was in use from 1839-1844, so
if after that they weren't allowed to do only
booze and local stuff, so be it. The house I
worked on most certainly sold booze in a specially
designed lower room and did not offer
accommodation, but sometimes did meals, according
to hearsay.
