I have abstracted some of the Loudoun Land Tax Lists.  It does appear that 
commissioners often copied the list of the previous year and then had a 
section of 'alterations.'  In Loudoun these alterations would list the 
previous and new owner/tax payer of the land.

Perhaps the commissioner did not bother to write up a new tax list every
year but rather copied the previous year's list, making whatever minor
changes were necessary.
