Charles Lane Fitzhugh from New York achieved the rank of Brigadier
General in the US Army. He commanded Cavalry Corps in the Army of the
Potomac and sounds the most likely candidate for your person. In any
event, he's the only Fitzhugh listed in Boatner's Civil War Dictionary.
