Compromise is in 1820; Missouri enters in 1821 as a slave state, with
provisions for no slavery north and west of Missouri. North is bitterly
opposed to Missouri entering as a slave state because Mo. is north of the
Northwest Ordinance line, where slavery was already prohibited; southerners
say NWO does not apply to west of Mississippi; both have legitimate points in
the argument; but if no representation for slaves, South would lose vote in
House.
