Perhaps the following article will help with this question. It addresses the Virginia act and the English response.
MacMaster, Richard K. “Arthur Lee’s ‘Address on Slavery’: An Aspect of Virginia’s Struggle to End the Slave Trade, 1765-1774.” Virginia Magazine of History and Biography, 80:2 (April 1972), 141-157.

Subject: [VA-HIST] regulation of slave trade on eve of Revolution
In his draft of the Declaration of Independence Jefferson referred to a
a. statute that would have limited or ending the importation of slaves
n VA that the King overruled. Does anyone have a citation for that
ct. I believe it may be
An Act for continuing and amending several acts, and the reviving of one
ct, for laying duties upon slaves imported, Act of February 1772,
ILLIAM WALTER HENING, HENING’S STATUTES AT LARGE 8:530.
However, I would appreciate it if anyone can confirm that or has a the
ight act.
In addition, does anyone have a citation to the King's overruling the
ct. I assume it may be some British source. Off list is ok. Thanks
n advance.
Happy holidays to all from the winter wonderland of Albany, where it has
een snowing continuously for the last 24 hours and shows no sign of
topping.
