As a former AP US History teacher, let me make a friendly suggestion
that you not bestir yourself much with such questions, as the student
PROBABLY has been assigned this one as a lever to get him/her to learn how
to research, i. e. the PROCESS is as important as the PRODUCT. One might
respond by suggesting some sources, e.g. Malone, Petersen, histories of
Jefferson's first term and early national army/navy, etc. and let it go at
that. Then he/she is thrown upon their own resources, which is the point of

Once again I have been stumped by a letter from a student. This AP 10th
grander needs to find out: "what was banned from the military in 1803 that
was ratified by Jefferson, and Why?"
Any thoughts or suggestions would be helpful. He needs the information
soon, so no need to respond if you don't see this posting for a week!
