Not the church in colonial Virginia; it was the General Assembly.
Legislators passed laws prohibiting interracial marriages and sexual
relations beginning in 1691, repeated periodically thereafter. In 1753
the Virginia General Assembly prohibited ministers of the church of
England in the colony from performing interracial marriages and imposed
a fine of 10,000 lbs. of tobacco on a minister for so doing.
